One person I know, who is a PhD in electrical engineering is now looking for scientific magazines to publish his paper on a new kind of technology. Can anybody suggest any source?

Seems like an odd request for someone who is an electrical engineer but here goes. IEEE has a variety of technical journals. That's the most likely place to try to publish a technical electrical engineering paper.

Popular Science or Nova magazines? They may not be "technical", but it does get the new technology ideas out into the public realm better than any scientific journals. They also have illustrators on staff to draw up ideas for clarity and understanding.

Once he was and IEEE member but due to financial constraints, wasn't able to continue the membership. Whatsoever, kindly give names of such magazines, that may be about popular science or Nova; maybe about serious articles.
