One of the reasons the glaciers are moving faster is because there is more water between the ice and the bedrock. If it works on that scale, I'm sure it will work on a collector.

Rain-X only works with water in the liquid state.

Just a thought. IMO it doesn't work with liquid water either, but some folks swear by it.
