Even though trackers are not used much anymore due to PV panels being so cheap this is kinda neat.

13-Year-Old Invented a Genius, Prize-Winning Way to Improve Solar Panels

"Hutchinson's invention, which she calls a data-driven dual-axis solar tracker, relies on publicly available data from the National Oceanic and Atmospheric Administration to track the Sun and make solar panels more efficient.

Instead of using costly sensors, the invention uses a computer program designed to figure out the Sun's location and tilt solar panels for optimal power production."

While quite an accomplishment for a teenager, I'm not sure it's new. I'm guessing she has built a database from NOAA info to position the panels where the sun should be at any given date and time. IIRC the guy from now defunct GreenandGold Energy had done the same thing several years ago so his SunCubes could track the sun.
